India being the largest democracy, enshrined as the Sovereign Socialist Secular Democratic Republic in the Constitution has earned the awe of the international political arena. While the Republic is governed in terms of the Constitution, the Sovereignty is shared between the federal and the state governments, with the supremacy of the central cabinet in the highest regard. The President though being the Constitutional Head of Executive of the Union of India but the real power rests with the Prime Minister and his entire cabinet, to be precise, the Central Ministers in a coterie. At several times it is found that the President gets busy in having discussions on grave situations when the entire nation is at crisis with the central ministers, then the authority of the cabinet is best ascertained. In case of legislation the President takes the opinion of the central ministers. The Article 74(1) requires the President to act only with the aid and advice of the Council of Ministers in the discharge of all his functions.
In this largest democracy the cudgel of retaining the popular rhetoric of upholding the democratic values and the dignity of polity is definitely based on the principle of the basic accountability that the elected representatives owe to the Constitution, and the people at large. The central ministers comprising different affluent portfolios are elected by the Electoral College to which they owe their allegiance. This accountability is enforced by elections and those who cease to deliver are not retuned in the subsequent elections. The collective role and display of their performances, now-a-days, remain under the stern eyes of the populace. The televising of the proceedings of the parliament and the conduct of the central ministers in the treasury bench are closely watched.
Through the daily work they set a precedence for the young generation and the posterity to be reckoned with. It must be admitted that the central ministers in charge of great responsibilities often fall out in course of time due to moral and financial turpitude. This is most undesirable since they are the embodiment of the character of the nation emblematizing the citizenry. To quote Sri Raja Gopalachari, “National character is the keystone on which rests the fate and future of our public affairs, not this or that ‘ism’.”
